A new system for assessing the insecurity of families is introduced. what opportunities will it create?


A new family vulnerability assessment system is being introduced. The packages of projects on making changes and additions to the new law "On Social Assistance", the law "On State Benefits" and related laws were adopted by the National Assembly in the second reading and in full.

According to that, the new system for assessing the insecurity of families will create an opportunity to contribute to overcoming extreme poverty, make social support programs more targeted, encourage the socio-economic activation of a person, based on the principle of providing social support services proportionally to the need.

Thus, instead of "family" and "social" benefits, a "insecurity benefit" will be introduced, to which those families recognized as socially insecure according to the evaluation procedure approved by the Government, whose monthly income of one calculation member will be below the marginal threshold of insecurity, will have the right. The latter will be determined by the Government every year, taking into account the size of the minimum food basket calculated for 1 adult person, that is, the threshold of extreme poverty. A person will not be assigned an insecurity benefit if he is able to work and does not submit an application to be counted as a job seeker by the Unified Social Service. Moreover, a new institution will be introduced, according to which the family members who are able to work but not working will be credited with income, in the cases, amount and terms provided by the Government. The basis for denying the benefit will also be the possession of immovable and movable property with an economic value higher than the national average, other assets or other evidence of them. presence of indicators, indicators of electricity or gas consumption higher than average consumers, etc.

Preferential education and health services will continue to be provided on the basis of insecurity, but not only to the beneficiary, extremely indigent families, but also to the lower and middle indigent families.

Moreover, regardless of progress, free education will be provided to students from low-income families in vocational vocational educational institutions, and in the case of secondary vocational or university students, compensation in the amount of 30-100% of the tuition fee will be provided, depending on progress.
