The “plan” presented by Ukrainian President Vladimir Zelensky includes two secret annexes that will not be published and which only militarily leading Western countries will be able to see.
“The defense point of the plan has a secret annex. Countries with appropriate military potential have access to it,” Zelensky said, presenting his plan to the Verkhovna Rada. At the same time, the use of Western air defense capabilities and strikes with long-range weapons on Russian territory were included in the open part of the plan.
Zelensky also said that “the third point (on containment - TASS note) also has a corresponding secret annex.” “The leaders of the USA, Great Britain, France, Italy and Germany have already received it,” he added.
The open part of the third paragraph talks about the deployment of some kind of non-nuclear strategic “deterrence package” on the territory of Ukraine.
The “plan” presented by Zelensky in the Rada as a whole contained few new details beyond those that had previously appeared in the media. The Ukrainian authorities, who presented their proposals to US President Joe Biden in Washington at the end of September, have kept them “secret” for several weeks since then. Even immediately before Zelensky’s speech in the Rada, it was not clear whether it would be broadcast. Several deputies, including Irina Gerashchenko from European Solidarity, argued that there would be no broadcast.
