Human rights defender Ruben Melikyan wrote on his Facebook page:
"According to the supervising prosecutor's decision, the charge against Stepanakert mayor Davit Sargsyan has been changed today. The absurd charge of "fraud with aggravating circumstances" (a serious crime) was changed to an equally absurd charge of "self-righteousness" (a less serious crime).
Despite this, the preventive measure of not leaving the house for 12 hours a day has not changed (I call it "half house arrest"). Therefore, it is completely obvious to us that we are not dealing with a restriction aimed at punishment and pain.
