In 2019, Nordic Monitor published an exposé regarding the Turkish Armed Forces' planned military operation against Armenia, codenamed "ALTAY".
Nordic Monitor reported that a secret document of the Turkish General Staff appeared in its hands, according to which:
The military operation plan named "ALTAY" was developed in 2001. on July 13.
It was intended as a general plan for an offensive operation against Armenia.
The command of the 2nd Tactical Air Force of Turkey developed a separate air operation plan under the code name "OĞUZTÜRK".
2016 The Turkish military inspectorate discovered that some secret pages of that plan had disappeared from the document storage department of Akıncı Air Base.
An investigation was then launched.
Perhaps one of the most important points in the document was that in 2016 an internal report compiled stated that the ALTAY plan was still valid.
In other words, the most remarkable part of the publication was not only that such a plan was developed and approved in 2001, but that the 2016 document presented it as a still valid military plan.
Now another interesting piece of information published by Nordic Monitor in 2020. According to that publication, Turkey believed that in the event of an Armenia-Azerbaijan war, Russia could support Armenia, and therefore Turkey should support Azerbaijan through military training and joint military exercises. This was the 2016 military directive adopted by the Turkish Armed Forces, according to the publication.
Together, these two documents confirm that Turkish military planning in the direction of Armenia was not only a matter of theoretical level, but also a practical one, and documents for planning a military operation against Armenia were drawn up and implemented at the same time as separate strategic assessments regarding the regional war.
