The SPC conducted an incomplete study at the "Armenia" MC and covered up the violations. "trace"

In 2021, the state control service started a study in a number of medical centers to check the effectiveness of the state order service. When in 2021 in December, Romanos Petrosyan was appointed to the position of head of the service, there were changes in the composition of the research groups. He writes about this"trace"the

"Armenia" Medical Center collected money for the same service from the state and the beneficiaries of the state order at the same time.

The PSO discovered these violations, but only a part of them was included in the PSO report submitted to Prime Minister Nikol Pashinyan. Persons with friendly and family ties to the shareholder of "Armenia" MC held responsible positions in the Ministry of Health and the State Control Service during the inspection.

Susanna Muradyan, a former employee of the State Security Service, told "Hetk" how friendships and friendships were used during the studies at the Medical Center, as a result of which the documents were not studied in their entirety. During the criminal proceedings, the fact of conducting an incomplete study was confirmed.

After the spread of the coronavirus pandemic, in 2021, many citizens who were beneficiaries of the state order could not receive medical care, because they were told in hospitals that the state order had run out.

At that time, the State Control Service started a study in 10 large medical centers to find out the 2020-2021. the efficiency of the services provided by the state order.

The study was started during the tenure of Tigran Ulikhanyan, the former head of the PES. 2021 In December, Romanos Petrosyan was appointed as the head of the PPS, and the two deputy heads of the PPS were also changed. Anri Vardanyan became one of the deputies.

Studies in hospitals have been interrupted for some time. Ex-employee of the State Security Service in 2022. In May, a new group was formed in order to continue the unfinished study at "Armenia" Medical Center. Employees of the "State Health Agency" operating under the Ministry of Health were included in the group.

The group was led by Davit Ayvazyan, the deputy head of the social sphere supervision department of the PPS, the group included service employee Susanna Muradyan, who told "Hetq" details of the study process.

According to him, the head of the group, Davit Ayvazyan, was mostly not present at the inspections and did not divide the work. Susanna informed the head of the group, Davit, that she requested documents and notification logs from the "Armenia" medical center, which the medical center did not provide (the patient signs in the log that he was informed about the free medical service, ed.). Davit Ayvazyan assured that he would request and receive the documents, but the documents were never submitted to the inspectors.

According to Susanna Muradyan, two of the 3 former inspectors of the State Health Agency were present during the inspection at "Armenia" Medical Center. "There was no employee who recorded the biggest violation regarding emergency heart surgeries (1301 program).

That employee checked until 2021. September 16, was supposed to come and continue the inspection until December 31. In other words, emergency heart surgery was not checked for three and a half months. That employee was no longer involved in the group, and the other two did not understand the "1301" program regarding heart stents," he says. During the check-ups, Susanna Muradyan was urgently called from the medical center to the PWD and instructed to go to Gavar State University for other check-ups.

Only 10 days after the urgent call to the PSU, the deputy head of the service, Anri Vardanyan, sent Susanna to Gavar as the head of the group. "I was called back, I came, what's the hurry, there's still no order from the governor, I've been sitting idle in the service," he says, noting that during his absence, the inspection of "Armenia MC" was delayed beyond the scheduled time (according to the order, it should be until September the inspection would continue) sooner, on July 15, ends, about which he himself learns later.

It should be noted that the head of the State Control Service, Romanos Petrosyan, commented on the publication on his Facebook page, writing:

"Tomorrow, the RA State Control Service will issue a proper REFUTATION regarding the below-mentioned publication, presenting irrefutable arguments and evidence base.

Since the material also contains obvious defamatory statements about the Service and a number of its officials, I consider it possible to initiate the process of calling responsibility in a court of law against Hetq newspaper and the source of the material, the ex-employee of the State Security Service.

P.S. I call upon the colleagues of Hetq to remain worthy of "investigative journalism" within the framework of impartiality and objectivity and at least in the text of the title and in the title of the article to refrain from biased, misleading statements based solely on the "qualifications" of a former employee who was released from the Service.
