"The National Assembly of the Republic of Artsakh, as a representative body legally elected by the people of Artsakh, with a message unanimously adopted on July 27, 2023, appealed to the world community and the UN member states, calling for remedial recognition of Artsakh
Independence of the Republic.
The member states of the UN Security Council and other international actors, despite their international obligations to protect the population from genocide (Responsibility to Protect), unfortunately showed complete indifference to the warnings of the Message adopted by the Artsakh Parliament about the serious ontological dangers threatening the population of Artsakh, and were unable or unwilling to adequately prevent Azerbaijan from criminal actions, when the latter carried out military aggression against Artsakh in September 2023 and committed ethnic cleansing and genocidal acts occupied the entire territory of Artsakh Republic as a result of operations.
Before the next military aggression against Artsakh, Azerbaijan, in violation of the provisions of the Tripartite Declaration of November 9, 2020, in particular point 6, blocked the only road connecting Artsakh to Armenia for 10 months, the internationally recognized extraterritorial Lachin Corridor, making it impossible for vital goods, supplies of food, baby food, medicine, as well as ignoring the judgment of the European Court of Human Rights of December 21, 2022 and Decisions of the UN International Court of Justice of February 22 and July 6, 2023 regarding the illegal blockade of the Lachine Corridor.
The impunity of the military and political leadership of Azerbaijan is encouraging to others. The world is plunged into new disasters day by day, the price of which is the lives of hundreds of thousands of innocent people.
Guided by the policy of including Artsakh into its composition by force and with the unconcealed intention to completely eliminate the Armenian trace from that territory,
Currently, Azerbaijan is consistently destroying or appropriating the historical and cultural values created by the Armenian people over the millennia, illegally inhabiting Armenian villages and cities with centuries of history, and continues to hold dozens of our compatriots, including the military and political leadership of the republic, hostage.
The only way to prevent this criminal anti-human policy and to allow the citizens of Artsakh to return to their historical homeland is the recognition of the independence of the Republic of Artsakh by the UN member states.
Until the international community recognizes the independence of the Republic of Artsakh and creates safe conditions for the return of the Armenian indigenous population to the historical homeland, it is necessary to stop the ongoing looting of Armenian cemeteries, churches, monasteries and historical and cultural values, public and private property in Stepanakert, the capital of Artsakh and other settlements, through the relevant UN structures. and the barbaric destruction, preserving the forcibly abandoned immovable and movable property of the Artsakh population, of all state and community buildings, industrial enterprises and the integrity of commercial facilities.
The National Assembly of the Republic of Artsakh, as the highest representative body endowed with a primary mandate, addresses the international community with a message and calls upon the UN member states.
guided by the principle of the right of nations to self-determination enshrined in the UN Charter, based on the "Declaration on the Declaration of the Nagorno-Karabakh Republic" of September 2, 1991, the results of the popular independence referendum held on December 10, 1991, as well as the 1992 The Declaration on the State Independence of the Nagorno Karabakh Republic adopted on January 6, to recognize the independence of the Republic of Artsakh (Nagorno Karabakh) for the sake of the return of the indigenous people of Artsakh to their historical homeland.
The recognition of the independence of the Republic of Artsakh by the UN member states is the only way to restore historical justice, it will become a reliable guarantee of the protection of our people, it will contribute to the dignified and safe return of 150 thousand Armenians to their historical homeland, to the creation of favorable conditions for normal life in the already recognized international borders, in the places of historical residence. and will also ensure long-term and stable peace in the South Caucasus region," the statement said.
