Russia's nuclear umbrella for updating its nuclear doctrine extends primarily to the countries of the Collective Security Treaty Organization (CSTO). Shoigu recalled that the criteria for the use of nuclear weapons are now doctrinally spelled out when aggression is carried out against Belarus conventional weapons and when there is a threat to the very existence of Belarus.
