Russia's nuclear umbrella for updating its nuclear doctrine extends primarily to the countries of the Collective Security Treaty Organization (CSTO). This was stated after a meeting of the Council of Foreign Ministers (CMID), the Council of Defense Ministers (CMO) and the Committee of Secretaries of Security Councils (CSSC) of the CSTO, Secretary of the Russian Security Council Sergei Shoigu.

Shoigu recalled that the criteria for the use of nuclear weapons are now doctrinally spelled out when aggression is carried out against Belarus conventional weapons and when there is a threat to the very existence of Belarus.
