According to point 5 of Annex No. 1 of the decision, the parents of fallen (deceased) servicemen who are beneficiaries of the program are compensated within the framework of the event for the costs of acquiring a donor egg, a maximum of two times (600 thousand AMD), and for the costs of using the services of a surrogate mother: only once (5.5 million drams).
According to point 6 of the appendix, if there is more than 1 dead serviceman in the family, the parents can use the state support separately for each child.
The ministry has received a proposal to give parents another opportunity to use the surrogate mother's compensation program, regardless of how many dead children the parents have.
This recommendation is based on the fact that the beneficiary parent, who received compensation once for using the surrogate mother's services within the framework of the decision, expressed a desire to have another child through a surrogate mother.
The submitted project proposes to compensate beneficiary parents for the costs of using the surrogate mother's services within the framework of the measure approved by the decision, a maximum of two times (for each fallen serviceman).
At the same time, it is suggested to make a note about the order for the second attempt of in vitro fertilization in the information provided by the Ministry of Health not only in the case of obtaining a donor egg, but also in the case of using the services of a surrogate mother due to the change proposed by the project.
Since the start of the program (May 2022), the Ministry of Health has provided information on 60 beneficiary parents to provide compensation for the costs of using the surrogate mother's services, of which 27 beneficiaries (about 45 percent) have been compensated (fully or partially) during the specified period.
According to the Ministry's observation, the number of beneficiaries applying to use the surrogate mother's services for the second time in 2025 may be 2-3 at most, in which case the amount of necessary financial resources will be 11-16.5 million drams.
82 million drams were proposed to be earmarked for the implementation of the event in the 2025 state budget project.
