The prosecutor's office of Lori region, within the scope of the authority to initiate a lawsuit for the protection of state (community) interests, from December 16, 2025, on the basis of the letter of the head of Lori region, started the documents regarding the allocation of plots of land located in the park named after Hrant Matevosyan of Vanadzor community to different persons.
The study revealed that the plots of land of the park named after Hrant Matevosyan of the Vanadzor community were given to 22 physical and legal persons with the right to rent, develop or use them free of charge under 25 contracts signed in the early 2000s. The study revealed that the 22 subjects who lease and actually own the spaces of the Park named after Hrant Matevosyan of Vanadzor are using them in violation of the contracts and not for the intended purpose. As a result, the park is in a state of disrepair.
Let's remind that the Chief Prosecutor of the Republic of Armenia, Anna Vardapetyan, during her working visit to Lori region, on August 19, 2026, also visited the park named after Hrant Matevosyan, and gave a number of instructions to the prosecutor of the region.
As a result of the studies carried out in the prosecutor's office of Lori region, on January 26, 2026, a petition was addressed to the acting head of the Vanadzor community in order to resolve the contracts for the lease, free use and development of 26 plots of land signed with 22 individuals and legal entities.
As a result of the petition, on September 14, 2026, the construction right of individuals was suspended for 1 more plot of land in the area of the park, at 25/1M-2 K. Demirchyan Street, with an area of 60 square meters and a cadastral value of AMD 630,000. the land was returned to the ownership of the Vanadzor community.
Until now, as a result of the prosecutor's intervention, the Vanadzor community has terminated 20 land lease and free use contracts with a total area of 12,935.3 square meters, of which 14 with an area of 4,092.45 square meters have received cadastral registration. Work on the resolution of other contracts is in progress.
