I headed the Armenian delegation, and the Azerbaijani side was coordinated by the former Minister of Foreign Affairs Tofik Zulfugarov. Once the two of us went out for coffee, and I asked him a question: “Tofik, how did it happen that you and the presidential advisor on foreign relations submitted a surprise resignation?” They both resigned in 1999. He literally told me the following: “If we had not resigned, what happened in Armenia on October 27, 1999 would have happened to us too.”
I was stunned, it never even crossed my mind that he would give such an answer, he left, and I never saw him again. I have thought about all this for a long time and have come to the conclusion that this conspiracy was organized by much more serious forces, the secret services. There is a version that all this was not in Russia's interest. I am not saying this out of sympathy, but I am stating the truth: Vazgen Sargsyan and Karen Demirchyan had much more serious ties with Russia than anyone else. Vazgen Sargsyan had become the most trusted person for Russia and China. Once Vazgen went to Beijing and, supposedly by chance, met the defense ministers of Russia and China at the airport.
After the negotiations, Vazgen left for Moscow on the plane of the Russian Defense Minister, and after that visit, China provided us with missiles called “Triumph”. What I am saying is that Vazgen had established such relations with the parties that it is excluded that the Russian side would be interested in his death. The murder took place after Vazgen Sargsyan’s visit to the US. In the US, he had received very serious information about Armenia, especially regarding financial flows. He was told very clearly that 65 percent of Armenia’s financial flows are clear in which direction they circulate, and the other 35 percent remains dark. Are they not used in different directions, which I don’t even want to talk about? He returned from the US very upset and said during a government session that he would punish everyone.
