"Hraparak" writes: Along with the demands from Baku to change the RA Constitution and finally close the Artsakh issue, Artsakh politicians are also active. According to our information, intense discussions took place at the Artsakh representation at the end of July, in which Artsakh state officials, public figures, parliamentarians participated.
Two issues were discussed on the agenda of the meeting: the issue of the election of the Artsakh president and the Artsakh NA president. Let us remind that Artsakh NA president Ashot Danielyan, who also performed the duties of the president, submitted his resignation from his position on July 2. He announced that he made the decision after "long deliberations, discussions and consultations of the last days", emphasized that he assumed the position in order to ensure the continuity of state institutions, but noted that in the absence of the necessary unity and common responsibility, one or several persons cannot carry the entire burden continuously.
Danielyan took over the post of Artsakh NA Speaker on May 21, 2025, replacing Davit Ishkhanyan, who was captured in Baku. And after that, when the powers of the president expired and Shahramanyan did not nominate a candidate, the duties of the president passed to Danielyan. Anyway, it turns out that as a result of Danielyan's resignation, two positions have remained vacant, and the issue of the continuity of the state institutions of Armenia is at risk.
We were told that the Minister of State Nzhdeh Iskandaryan, public figure Anastas Iskandaryan, other figures, MPs were present at the discussion held at the end of July, but the mentioned two were especially active, demanding the parliament to solve the issue of filling the vacant positions a day in advance, moreover, Gagik Baghunts, a one-time teammate of Samvel Babayan, presented the candidacy of Nzhdeh Iskandaryan for the position of the President of the Republic of Armenia, but the parliamentarians politely refused: emphasizing that it is necessary to create such conditions that the people, the people of Artsakh, elect the president of Artsakh, that is the only legitimate way.
And the post of NA Speaker cannot be occupied by this person, because according to the legal regulations in force in Artsakh, a candidate for the NA Speaker can be nominated and one of the MPs of the Parliament can be elected as the Speaker. We wrote earlier that none of the parliamentarians wants to take responsibility, considering the threats coming from the RA authorities. Nevertheless, the people of Artsakh decided to gather again in the Artsakh representation on August 18 and all the factions come up with a clear plan regarding the situation, with their vision, who imagines how to solve the issue, and, most importantly, it is necessary to provide an immediate solution and elect a speaker of the parliament.
We were told that the main intrigue is that there must be an unobjectionable candidate who will be able to form a consensus, the problem is not only the election of one day, the 17 mandates, but that even after that the given person can call meetings, ensure a quorum, and make decisions. Yesterday, Roman Yeritsyan, a lawyer originally from Artsakh, made a statement. "The Appellate Administrative Court has decided to examine the appeal filed by me against the decision regarding the expropriation of Artsakh from the building of the permanent representation of the Republic of Artsakh in Armenia, and the publication of the judicial act has been scheduled for November of this year.
This speed is just lightning fast for the Appellate Administrative Court... We have no right to silently watch how Artsakh, after its territorial loss and forced displacement, is now also deprived of its last property and institutional presence in Armenia. We cannot allow Artsakh to be finally dispossessed.
We cannot allow the last traces of Artsakh statehood to be removed step by step. We cannot allow that one day we simply record that Artsakh no longer has anything."
