The Ministry of Labor and Social Affairs proposes to make changes and additions to the government's decision N 1763L of October 12, 2023, which approved the measure and the procedure for providing social assistance to cover other living expenses for those forcibly displaced from Nagorno Karabakh.
The aim of the project is to ensure the continuity of providing social support to cover other living expenses of displaced persons, as well as to provide social support to support individuals from certain forcibly displaced groups.
The justification of the project states that more than 100,000 people displaced from Nagorno-Karabakh, who benefit from social support within the framework of the said decision, will benefit from it until the end of the year under the existing legal regulation, but due to the circumstance of preventing the possible deterioration of the socio-economic situation in winter weather conditions, they still have social support need
In addition to this, the majority of the more than 100,000 forcibly displaced persons are people from certain groups, in whose case there is a need to ensure the continuity of social support due to the fact that they are in a difficult life situation.
The project envisages the extension of the period of social assistance provided by the decision for another 3 months. Within the framework of the decision, the monthly amount of social assistance provided in January-March 2025 will be 50,000 drams.
After the end of the social support provided by the decision, from April 2025, it is proposed to provide social support to separate groups of forcibly displaced persons, who actually live in the Republic of Armenia, and are registered by the Migration and Citizenship Service of the Ministry of Internal Affairs of the Republic of Armenia as having group 1 or 2 disabilities. persons with or with a deep or severe degree of functional limitation, persons aged 63 and over, persons receiving benefits in case of loss of a breadwinner (a person who has lost a breadwinner) and children under 18 years of age.
Within the framework of the measure proposed by the project, the monthly amount of social support for each beneficiary is planned: from April to June 2025 inclusive: 40,000 AMD, from July to December 2025 inclusive: 30,000 AMD.
