"Zhoghovurd" daily newspaper learns from the unified website for the publication of drafts of legal acts that a project has been put into circulation, according to which it is planned to establish a unified system of risk criteria for the analysis of declarations, which will allow the Commission to undertake more targeted, comprehensive and objective analyses.
The project introduces a mechanism of risk standards, including a scoring system, the definition of a minimum threshold, as well as the possibility of evaluating additional risk factors by the competent department. These regulations are related to the development goals of the electronic declaration system stipulated in the RA anti-corruption strategy and do not cause budgetary impact.
It is expected that the new order will increase the addressability of analyses, reduce subjective approaches, and contribute to the early detection of corruption risks and increase trust in the declaration institution.
The project defines 7 risk criteria, each of which corresponds to a certain point on a scale of 0 to 100. If the total score of the declaration is 60 or more, it is subject to in-depth analysis.
Every year, the commission approves a list of declarations to be analyzed, automatically or manually. Priority is given to the declarations with a higher score, at least 200 per year.
The seven risk criteria.
Negative or very low annual costs (30 points)
When the expenses of the official and his family are negative or close to the minimum subsistence budget. In other words, the person declares that he spent less than what is necessary for minimum subsistence.
Lack of data on family members (5 points)
When the declarant has not declared family members or close relatives, although it is known that they exist.
Late declaration (3 points)
The declaration was submitted only after applying an administrative penalty.
Unsubmitted declaration (7 points)
Even after the administrative penalty, the declaration was not submitted.
Loans without enough cash (5 points)
The amount of the received loan exceeds the cash funds (except for the mortgage loan).
Big Bucks in Cash (25 points)
If 3 conditions are present at the same time:
cash is more than 5 million drams,
cash is 3 or more times more than non-cash AMD,
the origin of cash is not supported by previous declarations.
Additional risk factor (25 points)
Commission specialists can add 25 points in each case in case of other suspicious circumstances. For example, the significant difference between the purchase or sale price of the property and the market value.
Based on the risk indicators of the analysis of the declarations, the analysis of the declarations is carried out if the calculation value of the calculated risk indicators is 60 or more, taking into account the fact that the purpose of the analysis of the declarations is not to detect individual inconsistencies, but the cases when the risk circumstances combined form corruption risks with a high probability.
