By the decree of RA President Vahagn Khachaturyan, Rustam Makhmudyan has been appointed President of the Administrative Court of Appeal.

Rustam Makhmudyan's biography.
He was born in 1982 in the village of Alagyaz, Aragatsotn region.
Education
In 2003 he graduated from the Bachelor's Degree of the Faculty of Law of Yerevan State University.
In 2005 he graduated from the Master's degree in the same faculty.
In 2008 he graduated from the postgraduate course of the same faculty as a postgraduate student at the Chair of Constitutional and International Law.
In 2008 he defended his dissertation and received the degree of Candidate of Law.
In 2015-2016 he became the audience of the RA Academy of Justice.
In 2016, according to the decision of the YSU Academic Council, he was awarded the scientific title of Associate Professor, which was approved by the RA Higher Qualification Commission in the same year.
Work experience
Since 2002, 2003 was at YSU Legal Clinic as a legal advisor.
Since 2003, 2004 was an intern of the Investigation Department of the Central Military Prosecutor's Office of the Republic of Armenia.
Since 2004, 2005 has been working as a specialist at the Restoration Department of Criminal Profit, Penitentiary and Soldiers.
Since 2005, since 2005 he worked in the staff of the RA Human Rights Defender as a senior specialist of the Restoration Department of Criminal Price and Soldiers.
In 2009, he worked in the Judicial Acts Compulsory Enforcement Service of the Republic of Armenia.
Since 2009, 2012 he worked as an advisor to the RA Human Rights Defender's military and servicemen.

From 2017, 2017 was included in the delegation of the RA National Assembly of the RA Parliamentary Assembly as a member of the delegation.
Since 2019, he has worked at the Judicial Department as the Head of the Analysis and Monitoring Department of Judicial Practice.
At the suggestion submitted by the BDP-13-O26 decision, the RA President was appointed a judge of the Administrative Court of the Republic of Armenia by the decree of the NH-68-A of April 2020.
In 2021, by the decree of the President of the Republic of Armenia, the Judge of the Administrative Court of Appeal was appointed.
Scientific-pedagogical activities
Since 2005 he has been teaching at the Faculty of Law of Yerevan State University as a lecturer at the Chair of Constitutional Law, then Associate Professor. The subjects taught are the "Administrative Law of the Republic of Armenia", "Manual Protection of Human Rights in Armenia", "RA Constitutional Law" and "RA Municipal Rights".
Since 2006 he has been teaching at the Faculty of Law of the French University in Armenia as a lecturer. The subject taught is "RA Administrative Law."
Since 2008, 2018 he worked at the RA Ministry of Labor and Social Affairs at the National Institute of Labor and Social Research, as a lecturer in the training department of civil servants.
Since 2012, 2015 has been working as a lecturer at the RA Advocacy School.
From 2016, 2016, he taught at the RA Academy of Justice under the "Basics of Judicial Bailiffs Service" program.
He was awarded the Commemorative Medal of the RA Police Educational Complex (2014).
Participated in the protection of human and citizen rights in Prague, Brussels, Riga, Madrid, Paris, Bishkek.
Author and co-author of three scientific monographs and about two dozen published scientific articles (in Armenian, English and Russian).
