The "Fact" daily writes:
The universal declaration system of revenues has become a source of concern, heated discussions and great dissatisfaction. Experts give different assessments.
Nairi Sargsyan, President of the Chamber of Auditors, spoke at the recent press conference. According to him, the declaration in the tax code is mentioned as an annual income tax calculation of the individual.
All economic officials emphasize that it is a declaration of income, while Sargsyan is a calculation tax calculation, and the goal is taxation of individuals.
The citizens were puzzled to declare any amount of money.
The State Revenue Committee "responded" to the existing discontent, changed in the decision, according to which only 300,000 drams should be declared.
According to Sargsyan, there is a misunderstanding here, in particular, the article not to declare a sentence is followed by a sentence, which is written, it refers to reduced income. "Donations and loans, free cash, are not taxable, but who decides whether the money was donated, no money received or not."
According to Articles 595 and 878 of the Civil Code, donation and loan agreements are signed in writing, so only they are considered legal.
Meanwhile, the arrangements used to be largely oral. It turns out that if in 2024, the citizen had such deals, but he has no contracts, they must restore them, otherwise they can face problems.
The authorities describe the decision to declare revenues as a way to identify corruption risks. Sargsyan considers this a false thesis. It is convinced that the corruption of this tool is very easy to identify very easily by taking operative intelligence measures in each person interconnected with government officials.
Another concern concerns banking secret. It becomes clear that many citizens simply will not be able to fill in the declaration on their own and will apply to various companies and individuals providing such services. "There is no difference for the individual, the employee of the Tax Service, both employee of the accounting or consulting company, owned his banking secret.
And no one knows where the citizen's banking secret will be used.
There are opinions that it will contribute to increasing the poverty rate in the country, widespread financial control, this in turn will lead to an increase in the volume of citizens and the decrease in immigration.
According to Sargsyan, those who leave for outbound work in Armenia should be 20% tax, and given such unfavorable exchange rate conditions, they will decide to move their families from Armenia.
