The Ministry of Labor and Social Affairs presented for public discussion "Improvement of the demographic situation of the Republic of Armenia in 2024-2040". on approving the strategy action plan" project.
It is noted that it aims to define the action plan of the new strategy for improving the demographic situation of Armenia, based on the Government's October 17, 2024 "Improving the Demographic Situation of the Republic of Armenia 2024-2040" on approving the strategy" Clause 2 of Resolution No. 1641-L, Article 86 of the Constitution (The main goals of the state's policy in the economic, social and cultural spheres are: ... 5) promotion of fertility and large number of children) and the government's August 18, 2021 Subsection 4.1 of the 4th "Human Capital Development" section of the government program approved by Resolution N 1363-A (the government will begin to develop a new strategy for improving the demographic situation in Armenia and an action plan for 2021-2026).
The adoption of the action plan of the strategy for improving the demographic situation of Armenia is conditioned by the current demographic situation of the republic, including birth rates, premature deaths, aging indicators and migration problems.
The measures and programs provided by the action plan are aimed at mitigating and giving positive dynamics in changing the above-mentioned indicators and ensuring the target targets provided by the plan.
It is proposed to adopt a project that will contribute to the realization of several goals, namely, the creation of an environment that promotes family well-being, where the birth of each child contributes to the development of human capital, the reduction of risk factors for death, and the promotion of a healthy environment to reduce the deterioration and loss of human capital throughout the human life span. :
The project will contribute to ensuring the conditions of active, healthy and dignified old age by involving the representatives of the older generation in the socio-economic life of the state and increasing their potential, as well as reducing the motivations leading to emigration and ensuring competitiveness in the processes of formation, preservation and involvement of highly qualified human capital.
Thus, the draft defines the action plan of the strategy for improving the demographic situation, including the departments responsible for each measure, implementation dates, target indicators, etc.
As a result, it is expected to have a balanced and stable population structure.
In case of acceptance of the project, additional financial resources are not necessary.
