RA Investigative Committee reports:
"The negligent attitude of a former high-ranking official of the Armed Forces of the Republic of Armenia to the performance of his official duties during the martial law caused serious consequences.
During the criminal proceedings carried out in the department of particularly important cases investigation of the main military investigation department of the RA Investigative Committee, factual data was obtained that the former high-ranking official of the RA Armed Forces T.Kh. Having been appointed as the commander of the southern group of troops in accordance with the combat order of the head of the General Staff of the Armed Forces, in the period between October 7-17, 2020, in his service showed a negligent attitude towards the performance of his duties, that is, he did not create a command point of the southern group with all its elements, during the conduct of combat operations he did not fully perform a number of measures characteristic of management, which inadvertently caused serious consequences.
In particular, the latter's actions led to the failure of the defense of the army line of the Armed Forces, undermined the troop management system, failed to fulfill the assigned combat task, as a result, the enemy took advantage of the created situation and unimpededly took possession of the strategic height, broke through the existing line, in another case bypassed his own units and developing the attack took control of the territories entrusted to the protection of the group.
On January 3, 2025, a public criminal prosecution was initiated against T.Kh., under Part 3 of Article 376 of the Criminal Code adopted on April 18, 2003 (negligent attitude towards the service).
On January 4, 2025, T.Kh. was arrested to be brought to court. On the same day, a petition was submitted to the Criminal Court of First Instance of General Jurisdiction of the city of Yerevan to apply detention as a preventive measure.
On January 5, 2025, the court granted the petition and detention was applied to T. Kh. as a preventive measure.
