The draft submitted to the Cadastre Committee for public consideration proposes amendments and additions to the Civil, Criminal and Administrative Procedure Codes, the Laws "On Bankruptcy" and "On State Registration of Rights to Property".

Taking into account the need to reduce the human factor in various processes and the need to reduce paper archives, on February 23, 2024, the government adopted Resolution N 243N "On defining the procedure for submission of decisions to the state register of real estate, regarding the requirements for electronic documents, applying restrictions or removing restrictions."

Currently, the bodies applying restrictions, except for courts, submit the documents on applying and removing restrictions on real estate to the state register of real estate through the "electronic system for submitting documents necessary for the state registration of rights and restrictions on real estate" created by the decision N 243Н.

With its application, the works related to the application and removal of restrictions have become easier and faster, making it possible to ensure the implementation of decisions regarding restrictions on real estate immediately.

Recently, during the consultation held in the cadastre committee, it was assigned to discuss with the Ministry of Justice the issue of the possibility of submitting the acts issued by judicial bodies on the application of restrictions to the committee in an electronic version.

On November 8, 2024, a session of the Information Systems Management Council was held, according to the results of the discussion, the acts adopted by the courts on the application of restrictions in the presence of interoperability of electronic systems used by the courts should be submitted to the committee, and in the absence of interoperability, to the previously mentioned electronic system. before the full digitization of the judicial document circulation and ensuring the interoperability of the electronic systems used by the courts.

As a result of the legislative changes envisaged by the project, it is expected to ensure the immediate execution of the above-mentioned acts made by the courts, avoiding unnecessary delays and acts becoming out of date.
