It turns out that the government is internally delaying the realization of the right to use housing certificates for those Artsakh citizens who can prepay the amount provided by the state and take a loan based on it.
Conventionally, if it is a family of 4 and wants to buy an apartment in Yerevan, it is given 12 million drams in the form of a certificate.
Under these conditions, naturally, the family must enter into an additional mortgage loan, where, in the case of Yerevan, until January 1, 2025, the interest rate return clause applies.
However, as the beneficiaries of this program assured me, the banks working with the government under this program are doing everything they can to prevent people from getting a loan this year and benefiting from interest refunds in the following years.
I don't know if there are any beneficiaries who have been lent, but I have been contacted by people in which there is a problem on that basis, presumably this circumstance applies to many or all of them (I am trying to find out).
I think that this is the reason why the online platform that operates for applying for certificates, in most cases, does not respond to the applications of the beneficiaries within the specified period (I also received such an alert).
In other words, the process is being delayed so that in the case of those who buy an apartment in Yerevan, it becomes impossible to use the money back with the interest rate, and they will carry out the process in such a way that a limited number of families will benefit from the program each year.
Without that, this government program created many problems for those forcibly displaced from Artsakh, and now there are additional artificial hurdles.
When you add to this the cuts in the social program planned for the people of Artsakh from next year, then the terrible situation becomes complete.
