"Although the Minister of Foreign Affairs and the Prime Minister persistently do not reveal what the non-agreed points of the "peace treaty" are, our diplomatic sources report that we are talking about 2 clauses: the exclusion of the forces of a third country on the Armenian-Azerbaijani border and the refusal of lawsuits against Azerbaijan in international courts.
Regarding the first, the demand was made when the EU observers were not carrying out a mission on the Armenian-Azerbaijani border, and the problem concerned only the Russian border guards, to which the RA authorities did not object, but Azerbaijan later reformulated that demand so that it also concerned the EU observers.
Meanwhile, the West is putting pressure on EU observers to stay and continue to monitor regional events, so the agreement, which expires in February next year, should be extended. And until there is an agreement on this point, according to our source, we also did not agree to the demand to abandon the claims in international courts, but in principle they are not against it, if, of course, it is synchronous and Azerbaijan also abandons the claims against us. But even if all points are agreed, our source claims that Aliyev will not sign a paper.
He is putting forward new preconditions. And now he insists that he will not sign anything until the RA Constitution is changed."
