"Ahead of the National Assembly elections to be held on June 7, 2026, the daily newspaper "Zhoghovurd" continues to present the biographies and property declarations of candidates included in the electoral lists of political forces. This time, the center of attention is the number 7 of the electoral list of the "Civil Agreement" party, Ruben Rubinyan, the deputy chairman of the RA National Assembly. It is clear from Rubinyan's annual declaration for 2025 that he has an apartment and a parking lot in Yerevan.
The apartment, which was bought from "Kanach Tagh" LLC, cost AMD 47 million, and the parking lot cost AMD 5 million. Both properties were acquired on November 26, 2024 and are his sole property. The Deputy Speaker of the National Assembly did not declare a means of transport, but invested in bonds. In particular, on November 4, 2025, it acquired bonds worth more than 6 million drams from "Armeconombank" JSC, and on December 19 of the same year, more than 4 million drams worth of bonds.
Rubinyan also declared a bank deposit of 5 million drams, and at the end of the year he had more than 1 million 453 thousand drams in his bank accounts. He did not declare cash. According to the statement, Ruben Rubinyan's annual income was more than 22 million 847 thousand drams, of which he received 17 million 886 thousand drams from the staff of the National Assembly as a salary.
At the same time, its credit obligations remain significant. As of December 31, 2025, the balance of the principal amount of the loan received for the purchase of an apartment was about 31 million 932 thousand AMD. In the reporting year, payments aimed at repaying the loan amounted to more than 5 million drams.
Ruben Rubinyan is an international scientist by education. In 2010, he graduated from the Faculty of International Relations of Yerevan State University, then continued his studies at University College London and Jagiellonian University in Poland, receiving master's degrees in politics, security and European studies.
He is one of the founding members of the "Civil Contract" party. In different years, he was a member of the party board and a press spokesperson. Until 2018, he worked at "Ararat News", "Betconstruct" and translated for "Tumo". In 2018, he held the position of the Deputy Minister of Foreign Affairs of the RA, and from August 3, 2021, he was elected the Deputy Speaker of the RA National Assembly.
