"The fight against revolutionary "face and tail corruption" is limited to a fine of only 300,000 drams. This time, Ijevan community head Artur Chagharyan is the target.
The point is that the Corruption Prevention Commission is investigating the publication of infocom.am: "The Ijevan community made purchases of 275 million drams from companies affiliated to its members."
"Zhoghovurd" daily newspaper is informed that according to the information circulated in the publication, the Ijevan municipality has signed contracts for the purchase of 193 million AMD in 2022-2025 with the "Artars" limited liability company, the father of the community council member Khachatur Atabekyan.
In the same period, the municipality concluded purchase contracts worth 79.8 million AMD with another member of the community council, Khachmishshin, a limited liability company affiliated with Khachatur Hamzyan, and Parandzem Nazinyan, an individual entrepreneur.
In addition, in 2024, the community administration signed a contract for the purchase of works with the member of the council of elders, Nairi Dzhanvelyan, as an individual entrepreneur, with a value of AMD 980,000.
Based on the publication, the Commission for the Prevention of Corruption has conducted a complex study, with all episodes discussed. The commission studied the subject of the publication in the context of the implemented procurement procedures and the conflict of interest regulations of the community leader.
As a result of studying the information sources available to it, the data of the procurement bulletin, the commission recorded that Artur Chagharyan, as the head of the community and the head of the client, signed four purchase contracts with "Artars" limited liability company for the purpose of acquiring construction works for the needs of the community in 2022-2024.
There is a political connection between the head of the Ijevan community, Artur Chagharyan, and the member of the council of elders, Khachatur Atabekyan, on the basis of being members of the same party.
At the same time, Khachatur Atabekyan has personal relations with Arthur Atabekyan, the sole participant and head of the executive body of "Artars" limited liability company. Nevertheless, taking into account the terms of signing the contracts, there were no grounds for imposing an administrative penalty.
By studying another part of the publication, the Commission found that Artur Chagharyan, as the head of the community and the head of the client, signed three purchase contracts with "Khachmishshin" limited liability company in 2022 and 2024 for the purpose of acquiring major repair works and technical supervision services for the needs of the community.
There are political relations between Artur Chagharyan and Khachatur Hamzyan, a member of the council of elders of Ijevan community, on the basis of being members of the same party. Khachatur Hamzyan was the head of the executive body of the limited liability company "Khachmishshin" during the signing of the contracts.
In the case of one signed contract, the latter was also the sole participant of the company. In the last episode of the publication, it was revealed that Artur Chagharyan signed a service purchase contract in 2024 with Nairi Janvelyan, a member of the council of elders of Ijevan community.
There is also a political connection between the latter, based on being members of the same party.
Before the entry into force of the amendments to the Law on "Public Service" on December 7, 2022, on January 2, 2023, the scope of persons related to the person holding the position mainly included persons related to the person holding the position by kinship or in-law ties.
In that context, during the mentioned period, the head of the community did not have the obligation to submit a written statement to the Commission about the circumstances related to the conflict of interest regarding the contracts signed with the member of the community council or the persons related to him. Based on the above, Artur Chagharyan had the obligation to submit a written statement to the Commission about the circumstances related to the conflict of interest in the framework of signing one contract with "Khachmishshin" Limited Liability Company and "Nairi Janvelyan" J/D. statement, which, however, was not fulfilled.
On the basis of violating the regulations on conflict of interest, an administrative offense proceeding was initiated against Artur Tchagharyan, and an administrative penalty of AMD 300,000 was applied.
