The National Assembly adopted the draft regulating the proper notification of citizens within the framework of training camps

In the first reading, the National Assembly adopted the project regulating the proper notification of citizens within the framework of compulsory military service conscription and training camps. According to "Armenpress", 66 deputies voted for the project, 0 against, 31 abstained.  The draft law regulates the methods of proper notifications given to citizens within the framework of compulsory military service conscription and training camps, organization and conduct of military exercises, the scope of documents and circumstances confirming their receipt by the citizen. It is established by the current law that citizens receive notifications regarding their appearance at the body of their military registration. are in a documentary or electronic way, but the formats of their proper issuance are not specified. In order to solve the problem, it is proposed to establish a document or circumstance confirming the fact of the citizen's proper notification, in case of hand-delivering the notice, the receipt confirmed by the signature of the citizen, in the case of notification by mail, including the notice the document or electronic certificate confirming that the mail order letter has been delivered to the citizen, and in the case of individual notification, the electronic certificate that the citizen has read the notice sent to the official e-mail address of the citizen defined by the law "On Public and Individual Notification on the Internet", in the case of public notification, the RA public notices defined by law placing an extract of the summons addressed to the citizen on the official website. The citizen is first notified by sending the summons to his official e-mail address, and if there is the consent of the citizen to be notified exclusively through the summons sent to the official e-mail address. Even if there is no electronic confirmation of reading it, in that case, the citizen is considered properly notified from the 5th day after receiving the notification. In the case of the citizen not having an official email address or in the absence of electronic confirmation of the receipt of the notice sent to the citizen's official email address, the citizen's notification is carried out by delivering the citizen's summons by hand or by registered mail. In the case of the impossibility of hand-delivering the notice, or the citizen's refusal to receive the hand-delivered notice, or the lack of documentary or electronic certification certifying that the mail-ordered letter containing the notice has been delivered to the citizen, or the citizen's refusal to receive the mail-ordered letter, the citizen's notice is carried out through a public notice, in the manner established by the Government's decision. The citizen is considered properly notified on the 10th day after the date of posting the extract of the notice addressed to the citizen on the official website of the Republic of Armenia's public notices. According to the project, the military commissariats carry out the preparation process for the organization of the training camp at least three months before the announcement of the training camp.
