Talks about early elections are again on the agenda. Nikol Pashinyan's actions in recent weeks, regional visits, and his and his wife's public activity have raised serious doubts among other players in the political field that Pashinyan is preparing for early parliamentary elections. These doubts are more justified by the non-stop demands from Azerbaijan in recent weeks regarding changing the Constitution of the Republic of Armenia. Recently, Yerevan and Baku have announced on the one hand that they have already agreed on 80 percent of the text of the peace treaty, on the other hand, they do not specify which provisions in particular cannot be reached. Judging by the rhetoric of Azerbaijani officials, the main demand of that country at the current stage is the demand to amend the RA constitution, from which the reference to the Declaration of Independence will be removed. Although Nikol Pashinyan's government has recognized Artsakh as a part of Azerbaijan, moreover, Pashinyan and his team consider it their sacred duty to spread Azeri theses every day, declaring that Artsakh has always been Azerbaijan, and the Constitutional Court, by its decision of September 26, effectively canceled the status of our state. the fundamental document, but it does not satisfy Azerbaijan, they want to sign a peace document not with Pashinyan, but with the Republic of Armenia, as the officials of that country announced. Official Baku is concerned that the next authorities of RA may challenge Nikol Pashinyan's decisions and declare them unconstitutional, so they are trying to prevent such a scenario in advance. Although Nikol Pashinyan and other officials have made many statements and public assurances about changing the Constitution, of course, denying that this is Azerbaijan's demand, Pashinyan also instructed the Constitutional Reform Commission to present the reform concept by December 2026, but these assurances clearly do not satisfy Baku. , from there they repeat the demand to change the Constitution almost on a daily basis. According to everything, Pashinyan no longer has the resources of resistance and has decided to meet another demand of Baku. But before holding a constitutional referendum, he will hold extraordinary elections, otherwise the referendum will be doomed to failure. Only under the shock of his victory in the elections can he quickly implement the referendum, presenting it as a confidence referendum. And with the victory in the elections, he will shut everyone's mouth, and if necessary, he will also falsify the referendum. According to the current Constitution, the act submitted to the referendum is adopted if more than half of the participants, but not less than a quarter of the citizens who have the right to participate in the referendums, voted for it. The number of citizens with the right to vote in the 2021 extraordinary parliamentary elections was about 2.6 million. This means that the referendum can be considered accepted if 650,000 + 1 citizens vote for it. Of course, the best solution would be for the national elections and the referendum to be scheduled on the same day, but the law prohibits this, so Pashinyan decided to first consolidate his power through special elections, and then proceed to the referendum. It should be noted that the current legislation also prohibits a year from the regular elections. to go to early elections, this means that if the government intends to hold early elections, it should be held by June 21 of the next year.
