"The National Assembly of the Artsakh Republic highly appreciates the multi-year efforts to strengthen peace and stability in the South Caucasus. As a co-chair of the OSCE Minsk Group, the United States has played an important role in the settlement of the Nagorno-Karabakh conflict, which is appreciated by the people of Artsakh and its authorities.
Over the years, as a result of the other two co-chairs, France and Russia, the Nagorno-Karabakh conflict has provided a resolution on the principles and norms of international law, the core of which have been inadmissibility of the use of force and force, the right to self-determination and territorial integrity. We are convinced that the package of normalization of relations between Armenia and Azerbaijan should definitely include:
- The right of the safe and dignified return of the people of Artsakh to its historical homeland and permanent places,
- The issue of the protection of the spiritual and cultural heritage of the people of Artsakh, which is already very endangered by the Azerbaijani occupation,
- Unresolved issues of Armenian prisoners of war, including Artsakh's military-political leadership, which lead to violation of their rights in Baku prisons and lawless lawsuits.
