Among the talks between the US and Russian Presidents Donald Trump and Vladimir Putin, EU leaders have said that constructive peace talks may only take place in the conditions of reducing military operations.
"Constructive talks can only take place in the conditions of a ceasefire or military action," the document said.
It also states that "fair and long-lasting peace of stability and security should be based on respect for international law, including inadmissibility of independence, sovereignty, territorial integrity and international borders."
