The quota of temporary residence of migrants in Russia for 2025 has been reduced by almost half


The Russian government has approved the quota of temporary residence of foreigners in the Russian Federation in 2025, reducing that number to 5,500. According to "Armenpress", this was reported by TASS.


"For the year 2025, to establish a quota for issuing 5,500 temporary residence permits to foreign citizens and stateless persons in the Russian Federation, distributing them according to subjects," the order says.


In 2024, that quota was 10,595, that is, for the next year it is reduced by almost half. The full volume of permits will be distributed among the regions of Russia in accordance with their applications.


Moscow and the Moscow Region traditionally receive the largest number of permits. In 2025 it is 1000 and 350 respectively (in 2024 1500 and 750). 200 temporary residence permits will be issued in St. Petersburg, instead of 300 in 2024. Tatarstan and Bashkiria, which had 500 permits each in 2023 and 250 in 2024, will receive only 100 permits in 2025.


In the last five years, the amount of the quota has been decreasing year by year. In 2023, the Cabinet of Ministers of the Russian Federation issued 13,500 residence permits, in 2022 - about 19,000, and in 2021 - more than 39,000. As indicated in the attached materials, the regions use only a small part of the set quota; In seven months of 2024, according to the data of the Ministry of Internal Affairs of Russia, only 20.4% of the specified number was used.


The quota, including for the year 2025, is determined on the basis of proposals received from subjects of the Russian Federation, which are prepared based on the results of the analysis of the migration situation and the economic situation in each region. The government additionally defines a quota reserve, which is also distributed among the subjects of the Federation. In 2025, that number will be 1,650, compared to 3,178 in 2024.
