"I am receiving new alarm calls from Javakhk Armenians, which are again related to the regular decisions of the RA authorities.
2024 In September, the editor of Yerkir.am news agency, Vahe Sargsyan, raised another issue and presented a solution proposal, according to which our compatriots from Javakhk who have lost their Georgian citizenship and are citizens of the Republic of Armenia should not be prohibited from entering the Republic of Armenia with their own Georgian license plates or should be required to pay the entire customs clearance fee for the car as a deposit.
At that time, the State Revenue Committee made an internal decision to allow the mentioned group of Javakhk Armenians to enter the Republic of Armenia with their own Georgian cars only through the Bavra checkpoint, based on a residence permit in Georgia. The period was initially 1 year, but later it was set to 15 days.
Recently, numerous Javakhk Armenians who have contacted me have been alerting me that a 15-day period for entry into the Republic of Armenia has already been set not only for the above-mentioned group of Javakhk Armenians, but also for all those who also have RA citizenship (are dual citizens).
It is no secret that our compatriots from Javakhk have recently In the past 1.5 decades, due to the tense relations between Russia and Georgia, they have acquired Armenian citizenship on a large scale. In other words, with this unfounded decision, we are simply prohibiting not only all Javakhk Armenians, but also Georgian Armenians, who, according to the latest (2014) official data, number about 168,100, and in fact a much larger number, from staying in the territory of the Republic of Armenia in cars with their own Georgian license plates for more than 15 days.
And this is in the case when all Georgian Armenians, especially our compatriots from the densely populated Armenian regions of the southern Samtskhe-Javakhk and Kvemo Kartli provinces, are in constant close contact with the Republic of Armenia, visiting our republic for study, treatment, work, and many other purposes.
It is ironic that, as our compatriots note, they were not presented with any reasonable justification for this either at the border checkpoint or at the State Revenue Committee.
Moreover, they have not even presented the decision of the State Revenue Committee, according to which this discriminatory treatment is implemented. At border checkpoints and in the State Revenue Committee, they say that it is an internal decision.
By the way, there are cases when during the day the customs entry declaration of some people’s cars, or, as our compatriots say, the “vehicle paper”, is filled out for a period of 1 year, and in some cases for 15 days.
The above speaks of the chaos prevailing in this area, as well as the tendency to create artificial complications to make the connection of our Georgian-Armenian compatriots with the Republic of Armenia difficult.
I will address both the previous issue I raised, the issue of unjustified fining of Georgian-Armenians due to Georgian drivers, and this issue during the current four-day session of the National Assembly.”
