The Armenian people belong to the small group of peoples of the world that had statehood in different parts of the millennia and still have it today. As a result of going through various disasters, today we have a situation where a huge mass of the Armenian people lives outside the borders of the Republic of Armenia.
Consolidation of the potential of all Armenians for the sake of the Republic of Armenia is a major problem. It is a cornerstone and value system principle to achieve the desired success in all spheres of social and political life of the Republic of Armenia: state building, economy, healthcare, education, defense, fight against corruption, etc. and to continuously develop and deepen the recorded achievements. institutionalism.
The human factor in all relationships, as an element of generating negative behavior towards citizens and towards citizens, should be minimized.
At the same time, it should be confirmed that only a free and happy citizen can be the most accurate factor in the establishment and strengthening of the state, the establishment of universal well-being and peace, starting from the rank-and-file employee, the common peasant, ending with officials of different levels and representatives of various spheres of public social life.
1. Institutionalism
In order to evaluate the degree of institutionalism in different fields, let's define two concepts: 1.1 Indicator of institutionalism, short: insub. 1.2 Unit of indicator of institutionalism: obsub (composed of objective and subjective words). 1.3 Use a 100-point system as a basis for calculations.
For example, if we say that the insub in the State Revenue Committee system is equal to 0 obsub, then it is a catastrophic situation, and if the insub is equal to 100 obsub, then everything is ideal. It is necessary to develop a unified evaluation system for calculating the insub by sectors.
2. Fight against corruption
Today, in the fight against corruption, the insub is less than 50 obsub.
In order for it to reach at least 70-80 obsubs, it is necessary: 2.1 The members of the Corruption Prevention Commission must be representatives of the opposition, except for one who must be a representative of the ruling power. The chairman of the commission should be the representative of the opposition.
2.2 Not less than 60% of the members of the State Commission for the Protection of Competition should be representatives of the opposition. The chairman of the commission should be the representative of the opposition.
2.3 Not less than 60% of the members of the Audit Chamber must be representatives of the opposition. The chairman of the audit chamber must be the representative of the opposition. The provisions presented in sub-paragraphs 2.4 - 2.1, 2.2, 2.3 are ensured by law.
3. Administrative offenses
The issue of administrative violations, their prevention, and elimination of consequences is one of the most sensitive issues in public social relations. In this area, the insub is in the range of 30-40 obsub. In the case of both legal entities and natural persons, it is very important to clearly divide administrative offenses into two groups.
3.1 Administrative offenses that occurred unintentionally by the entity committing the offense, not intentional violations. 3.2 Administrative offenses committed by the subject committing the offense willfully - deliberate violations.
3.3 Non-intentional offenses must have a lenient financial consequence, intentional offenses must have a disproportionately severe financial consequence.
4. Economy
In the field of economy, insub is roughly equal to 50 obsub. This is not a good indicator. The uniform subsidization of different and diverse programs on the one hand causes corruption risks, on the other hand it brings the banking system to a "parasitic" state: interest rates do not decrease for years, which makes it difficult for start-up entrepreneurs to enter the common market.
4.1 Tax policy should be aimed at the education of correct business behavior and the development of the economy. As soon as possible, it is necessary to switch to the "Unified tax system".
4.2 The property tax calculation methodology should take into account the principle of consolidation of one owner's properties. Other things being equal, a single property and a consolidated property of the same value should fall under the same tax scale. 4.3 Excess profits in any field should be subject to additional taxation.
4.4 It is necessary to effectively assess the general economic situation and the possible developments of individual branches for the next 20 years and implement targeted intervention in those areas whose development potential is justified economically.
4.5 It is necessary to take measures in order to implement an "Economic Miracle" in the Sevan Basin.
5. Healthcare
There is not a single institute in the Republic of Armenia that would be interested in the citizen being healthy, while there are many institutes that are interested in the citizen having health problems. There is only one way to remedy this state of affairs: comprehensive health insurance. State monopoly should be excluded here.
6. Education
After the collapse of the Soviet Union, the educational system in the Republic of Armenia entered a deep crisis. Even the steps taken to correct the situation after the revolution sometimes had the opposite effect.
6.1 The law should prohibit the education of the children of state and community officials above a certain level in private educational institutions. 6.2 The toolkit for the formation of first grades should be radically revised, based on the territorial principle (the child must walk to school).
6.3 The principal of the school shall be appointed by the authority of the day for a period of five years. A change of authority should not automatically lead to a change of principal in any school. 6.4 The evaluation of the results of his work should be a cornerstone principle for determining teachers' salaries.
7. Social security
With the final transition of the universal income declaration system, radical changes should be made in the social support system in pursuit of two goals: to implement precise, targeted, behavioral support, and to minimize the possibility of placing the citizen in the status of a porter.
8. External relations
8.1 Geopolitical realities, as well as historical experience, dictate the adoption of the principle of regional integration. 8.2 Refrain from the temptation to take any drastic step without proper calculations and guarantees in geopolitically turbulent situations.
8.3 In the field of foreign relations, the Republic of Armenia must take into account the regional interests of Georgia, Turkey, Iran, Azerbaijan and Russia in its relations with any state or supranational association. 8.4 Strive with consistent steps to deepen neighborly relations with all neighboring countries in order to establish stable regional peace.
9. Armenia-Diaspora
After the collapse of the Soviet Union, all the authorities of the Republic of Armenia assigned an important place to Armenia-Diaspora relations in their plans.
The fact is that there are no significant achievements in that field, and a small part of the potential of all Armenians is directed to the establishment and development of the Republic of Armenia.
This is a consequence of the lack of institutionalism. In order to maximize the potential of all Armenians to serve the Republic of Armenia, the formation of the "Bicameral Parliamentary" system can be the most important step. The lower house should be today's National Assembly. The Upper Chamber should be formed by the Armenians of the whole world, including the Republic of Armenia.
It is not possible to achieve this goal in the short term due to the Constitution and laws of the Republic of Armenia, as well as international legal relations. As a first step, it is necessary to implement legislative changes in the structure and formation regulations of the "Public Council", as well as implement changes in the range of powers, in line with the above-mentioned goal.
10. Protection
Increasing the defense capability of the Republic of Armenia is essential for the establishment of stable peace in the region. The solution of this problem is significantly conditioned by the development of the military-industrial complex. The radical reform of the conscription legislation is a very important and topical issue.
