The Ministry of Foreign Affairs of Azerbaijan emphasized that "Konstantin Zatulin has long opposed Azerbaijan's sovereignty and territorial integrity, openly supported separatism and tried to distort court decisions against Armenian citizens who were found guilty of crimes against peace and humanity, as well as war crimes as a result of Armenia's military aggression against Azerbaijan."
