On February 6, 2026, the Russian ambassador to Azerbaijan, Mikhail Evdokimov, was summoned to the country's Foreign Ministry, where he was handed a note of protest.

According to the Ministry of Foreign Affairs of Azerbaijan, the protest action stems from the statement made on February 5 by Konstantin Zatulin, the first deputy chairman of the State Duma Committee on CIS Affairs, regarding the condemnation of citizens of the Republic of Armenia in Azerbaijan.

The Ministry of Foreign Affairs of Azerbaijan emphasized that "Konstantin Zatulin has long opposed Azerbaijan's sovereignty and territorial integrity, openly supported separatism and tried to distort court decisions against Armenian citizens who were found guilty of crimes against peace and humanity, as well as war crimes as a result of Armenia's military aggression against Azerbaijan."
