In other words, the basis of the calculation is the fact that a citizen is registered... Well, a person can leave Armenia for months, if not years, but actually be in a completely different country. Come and see, for the Pashinyan government, statistics and propaganda, that person is considered to be in Armenia, because he is in the register. Why did they do that?
And isn't it clear? The difference between those who have gone and those who have come is concrete, clear, perceptible, and for those who are not in the register, go, count, find out who is in the country, and in the vicinity of the American-Mexico border or, say, In Rostov-on-Don, it is possible to show mild emigration figures.
Yes, not counting the elections, when those people will not even be aware that they have chosen CP... It is a convenient option, of course.
