Syrian President Bashar al-Assad tried to negotiate with representatives of the armed opposition on the transfer of power.

It was assumed that after the transfer of power, the fighting in Syria should stop, the power should pass to the transitional government, and then to the rebels.
In that case, the leading ruling force in Syria should have been the pro-Turkish secular Syrian National Army, not the Islamist Hayat Tahrir al-Sham.
However, the plan was not implemented, and Assad left the country in an unknown direction.
