The published new monograph by academician Ruben Safrastyan analyzes the genocide programs in the Ottoman Empire in 1876-1915.


In Moscow, as part of the DIALOGUE Book Series (founder - socio-political figure, political scientist Yuri Navoyan), a scientific monograph by academician Ruben Safrastyan “The Ottoman Empire: Programs of Genocide” was published. The publication of the book, which was recommended by the Academic Council of the Institute of Oriental Studies of the National Academy of Sciences of Armenia, was facilitated by philanthropist Mher Avetisyan.

Ruben Safrastyan’s book “The Ottoman Empire: Genocide Programs” examines from the point of view of modern genocide studies the factors that contributed to the genesis of the genocide program in the Ottoman Empire, and also analyzes the genocide programs themselves in detail. It is noted that the first program, approved by the Ottoman government in 1876, was directed against the Bulgarian people, but remained unimplemented, since Russia liberated Bulgaria. The monograph analyzes in detail the genocide program of 1915, the goal of which was the destruction of the Armenian population of the Ottoman Empire, and which was implemented.

The book is written on the basis of extensive use of primary sources, including the rich collections of Russian archives.

Academician of the National Academy of Sciences of Armenia, professor, Doctor of Historical Sciences Ruben Safrastyan is a specialist in the field of history and politics of the Ottoman Empire and Republican Turkey, author of about two hundred scientific publications translated into many languages, winner of a number of prestigious international scientific competitions and member of the governing boards of international scientific centers and magazines. For a number of years, Professor Safrastyan headed the Institute of Oriental Studies of the National Academy of Sciences and headed the department at the Armenian State Pedagogical University.

He also has experience in analytical work in the Administration of the President of the Republic of Armenia and diplomatic work in Germany. In 2021, the French publication “Le dictionnaire biographique: Arméniens d'hier & d'aujourd'hui” included Ruben Safrastyan among the outstanding Armenians of all times.
