"There is a future in Artsakh, there is a future in Artsakh" - exactly 4 years after this assurance of the Prime Minister of Armenia and the signing of the joint statement by Prime Minister of Armenia Nikol Pashinyan, President of Russia Vladimir Putin and President of Azerbaijan Ilham Aliyev on November 9, 2020, there are almost no Armenians in Artsakh. it is completely under the control of Azerbaijan, there are captured and missing Armenians.
The content of the statement was as follows:
"We, the Prime Minister of the Republic of Armenia N.V. Pashinyan, President of the Republic of Azerbaijan I.H. Aliyev and President of the Russian Federation V.V. Putin, we announced the following (photocopy attached):
1. A complete ceasefire and cessation of all military operations in the Nagorno-Karabakh conflict zone is announced: from 10:00 a.m. Moscow time on November 10, 2020, the Republic of Azerbaijan and the Republic of Armenia, hereinafter referred to as the Parties, will cease their positions.
2. Aghdam region is returned to the Republic of Azerbaijan until November 20, 2020.
3. In Nagorno-Karabakh, along the line of contact and along the Lachin Corridor, a peacekeeping force of the Russian Federation is deployed, numbering 1,960 soldiers with firearms, 90 armored personnel carriers, 380 units of automobiles and special equipment.
4. The peacekeeping troops of the Russian Federation are being deployed in parallel with the withdrawal of the Armenian armed forces. The term of stay of the peacekeeping troops of the Russian Federation is 5 years, with automatic extension for successive 5-year terms, if one of the Parties does not announce its intention to terminate the application of this provision 6 months before the end of the term.
5. In order to increase the effectiveness of control over the implementation of agreements by the parties to the conflict, a peacekeeping center for ceasefire control is established.
6. The Republic of Armenia returns the Kelbajar region to the Republic of Azerbaijan by November 15, 2020, and Lachin region by December 1, 2020. The Lachin Corridor (5 km wide), which will connect Nagorno-Karabakh with Armenia and at the same time bypass the city of Shushi, remains under the control of the peacekeeping troops of the Russian Federation.
According to the agreement between the parties, within the next three years, the plan for the construction of a new route through the Lachin Corridor providing the connection between Nagorno Karabakh and Armenia will be defined, with the further redeployment of Russian peacekeeping troops for the purpose of protecting that route.
The Republic of Azerbaijan guarantees the safety of movement of citizens, vehicles and cargo in both directions through the Lachin Corridor.
7. Internally displaced persons and refugees return to Nagorno-Karabakh territory and surrounding regions under the supervision of the Office of the United Nations High Commissioner for Refugees.
8. The exchange of prisoners of war, hostages and other held persons, as well as bodies of the dead is carried out.
9. All economic and transport links in the region are unblocked. The Republic of Armenia guarantees the safety of transport communication between the western regions of the Republic of Azerbaijan and the Autonomous Republic of Nakhichevan in order to organize the smooth movement of citizens, vehicles and cargo in both directions. Control over transport communication is carried out by the bodies of the border guard service of the FSB of Russia.
According to the agreement between the parties, the construction of new transport links connecting the Autonomous Republic of Nakhichevan with the western regions of Azerbaijan will be ensured," the statement said.
