of "abandoned buildings" in Armenia it will be possible to clarify the fate by also solving the problems of prevention of possible dangers, safety of the population, normal life activity and efficient use of territories.
"On the basis of the technical condition, the procedure for recognizing residential, public and industrial buildings and structures as unfit for operation was approved by the decision N 982-Н of the RA government of July 2, 2026, which was developed at the initiative of the Urban Development Committee. It refers to buildings and structures that are not in use and unfinished, as well as in a deplorable condition", - it is stated in the message of the Urban Development Committee.
Grounds for declaring a building unfit for operation can be a high degree of physical wear and tear, a deplorable condition due to an emergency, prolonged or improper operation, prolonged non-operation, as well as if the necessary means for the restoration, strengthening or reconstruction of the building exceed the limit provided by the approved methodology.
The fact that the building or structure is unfit for operation is confirmed by the conclusion of the technical condition investigation given by the licensed organization.
In the case of state or community buildings with a total area of up to 100 square meters, the decision to declare them unfit is taken by the State Property Management Committee or the head of the community, and in the city of Yerevan, by the Mayor of Yerevan.
In the case of buildings exceeding the specified area, the decision is taken by the Government on the recommendation of the RA Minister of Territorial Administration and Infrastructure.
The composition of the documents to be submitted, the terms of their examination and the powers of the competent authorities were also defined.
The provisions of the order do not apply to those buildings, the demolition of which is planned by the relevant plan approved by the Government.
