What will happen to those hiding crimes after the change of power? "Fact"

"Fact" daily writes:

As we have already informed, back on April 19, Avetik Chalabyan, the coordinator of the national civic association "HayaVote", officially applied to the RA Corruption Prevention Commission, demanding to initiate proceedings against Nikol Pashinyan, who holds the position of RA Prime Minister, on the basis of "violation of the rules of conduct of an official". A week later, the commission refused to start proceedings. Many lawyers, experts and politicians regularly state that the problem in such matters is not even Nikol Pashinyan, everything is clear in his case, the problem is the law enforcement system, which in fact not only turns a blind eye to obvious illegalities, but also, in fact, encourages them, even though it itself is called to fight against illegalities. demanding to initiate proceedings for violation of the rules of conduct of an official against Nikol Pashinyan, who holds the position of the RA Prime Minister, who on May 18, within the framework of the campaign carried out in the Arabkir administrative district of Yerevan, vulgarly insulted a citizen who approached him, as well as openly called for violence and made threats against his political rivals.

We turned to Avetik Chalabyan, asking him to clarify why they applied to the commission again, taking into account that the proceedings were not even initiated last time, and what are the expectations from this commission and the law enforcement system in general. On the contrary, you should initiate the proceedings, invite the parties, listen, make new conclusions, not conclude that one of the parties is wrong without initiating the proceedings. We submitted their complaint, they accepted it," noted Avetik Chalabyan and added that, yes, everyone is convinced that this law enforcement system cannot do anything.

"But there is a nuance here. We need to keep the pressure on the law enforcement system, because if you don't contact them, they will say later, you should have contacted us, no one has contacted us, we have not done anything for that. It's a completely different situation when you appeal to them, put pressure on them, give a public voice to it, they are forced to do something, even if formal, and in all cases it also puts pressure on the current government. Next, all these bodies, of course, were created by Pashinyan, are filled with Pashinyan's henchmen and are not really inclined to do anything serious. But when you reveal them in this way, you will also make it clear that after Pashinyan is removed from power, it will be the basis for bringing legal responsibility to all these bodies and their management staff. Our Criminal Code has an article on concealing the crime.

We have repeatedly submitted reports about the crime to the prosecutor's office, which has covered up these crimes. Therefore, it is very important that after the change of power, those people who are responsible for this cover-up, and they are the specific people who sign the paper, write you a reply, etc., why they did not initiate a criminal case, they write stupid things in those papers that they sign, they will call those people, they will initiate a criminal case against them. Those who cover up Pashinyan's crimes are equally responsible for Pashinyan. For that, those who hid them will be held accountable. And on the contrary, people who during this period, for example, wrote an application, left the prosecutor's office, the investigative committee, because they did not want to put up with this situation, will be restored after the change of power.

It seems that all this is useless, but in fact it is useful," says the coordinator of the national civil association "HayaVote". At the same time, he emphasizes the fact that we often forget about certain events that happened over time. But when this type of legal record is made, documents are created, entered into the system, they are stored in the system, and after a change of power occurs, all those legal documents will be much easier to activate than if all of that was not there. "Let me tell you the simplest example. two years ago, in March, we reported on the crime related to police brutality in Kiran. Two years have passed, we have already forgotten about it, because the events are developing so quickly, you don't have time to remember what else happened. But it turns out that a case has been initiated based on that particular report, there are defendants, victims, the case is moving forward, etc. This shows that there is a need to file reports, follow up and try to eventually bring this whole chaos to a legal level. If we don't bring this chaos to a legal level, it will eat us all. We will continue to live in an illegal state, where there are people who say that all this is pointless, nothing will change. If nothing changes, we will continue to live in the primitive age. If we want to ultimately live in a legal state, we must try to make the existing legal system work.

Will it be easy, no, will that system resist, etc., but we have to work to become a legal state." Summarizing our conversation, Avetik Chalabyan says: "We believe that one of our problems is the formation of a just social order in our country, and from that point of view, human rights protection is one of its important elements. By the way, I must say that the field of human rights protection cannot be left to the Syrians, who do this "human rights protection", on the contrary, to destroy the foundations of the state."
