"Zhoghovurd" daily newspaper studied the 2025 annual declaration of RA Minister of Justice Srbuhi Galyan to understand what assets, income and liabilities one of the youngest ministers of Armenia has. Galyan is number 6 on the CP election list. According to the 2025 declaration, Srbuhi Galyan declared 5 real estates. Among them are the plot of land in Nairi community of Kotayk region, which he acquired on February 17, 2023 by purchase, the jointly owned plot of land in the city of Dilijan, Tavush region, which was purchased on December 8, 2015, as well as the individual residential house in Dilijan, which was purchased on August 12, 2015.
The minister also declared two apartments located in the Kanaker-Zeytun administrative district of Yerevan.
One of them was purchased on September 20, 2022, and the other one was donated on February 3, 2023. Srbuhi Galyan did not declare a vehicle. According to the statement, on December 15, 2025, he bought bonds of "Unibank" OJSC worth 11 million 998 thousand 5 drams. He also declared a loan of 6 million 500 thousand drams given and returned to "Address" LLC, as well as a bank deposit of 2 million drams. At the end of the reporting year, there were 9 thousand 955 drams, 22 thousand 503 drams, 2 million 142 thousand 410 drams, 34 thousand 35 drams and 1 million 25 thousand 867 drams in his bank accounts. Cash funds amounted to 2 million 900 thousand drams and 5300 USD. During 2025, Srbuhi Galyan's income amounted to 45 million 202 thousand 134 drams.
Of that amount, he received 760 thousand 872 drams as a salary from Yerevan State University, and 26 million 690 thousand 752 drams from the RA Ministry of Justice. He also declared another income of 1 million 200 thousand drams from Petros Mkryan. According to the declaration, the other incomes were generated from bank loans. As of December 31, 2025, the minister's credit obligations amounted to 37 million 229 thousand 339 drams, of which 31 million 279 thousand 125 drams was a loan received for the purchase of an apartment. During the year, payments aimed at repaying loans amounted to 5 million 336 thousand 474 AMD. In the declaration, 11 million 998 thousand 5 AMD was mentioned as a one-time expenditure exceeding 2 million AMD. For comparison, let's note that in 2021, when Srbuhi Galyan held the position of the RA Prosecutor General, the deputy coordinating the field of functions aimed at the confiscation of property of illegal origin, she declared 3 real estate: a plot of land and a private residential house in Dilijan, as well as an apartment in the Kentron administrative district of Yerevan, which was acquired on September 15, 2017.
According to the 2021 declaration, he provided a loan of 39 million 160 thousand 520 drams to "Address" LLC.
There were 486 thousand 755 drams and 167 thousand 769 drams in his bank accounts, and cash funds amounted to 1 million 200 thousand drams and 3000 USD. During 2021, Srbuhi Galyan's income was 16 million 656 thousand 572 drams. As of the end of that year, her credit obligations amounted to 35 million 565 thousand 518 drams, and payments aimed at repayment of loans - 4 million 785 thousand 302 drams. Srbuhi Galyan's career began in 2014-2015 at "G-Telecom" CJSC, where she worked as a junior lawyer in the legal department. In 2015-2018, he worked in the Special Investigation Service of the Republic of Armenia in the department of organization, improvement and investigation methodology development, and then as the chief specialist of the legal support department of the service. In 2018-2019, he was the head of the legal support department of the Special Investigation Service of the Republic of Armenia, and from March to July 2019, the head of the legal support and external relations department of the same structure. In 2019-2020, he held the position of Deputy Minister of Justice, in 2020-2024, he was the deputy coordinator of the sphere of functions aimed at the confiscation of property of illegal origin of the RA General Prosecutor's Office, and on November 5, 2024, he was appointed RA Minister of Justice.
Srbuhi Galyan is the author of 4 scientific articles and co-author of one educational manual. In addition to the government service, he was also engaged in teaching activities for many years. Since 2015, he has been teaching at the Criminal Law Department of the Faculty of Law of YSU, since 2016 at the Academy of Justice. In 2019-2020, he also taught at the training center of the RA State Revenue Committee, and in 2020-2021 at the educational complex of the RA Police."
