"Zhoghovurd" daily writes: "The report on the activities of the Armenian Prosecutor's Office in 2025 opens another layer of serious problems accumulated within the armed forces. Although a certain decrease was recorded in individual indicators, the general picture remains very worrying. In 2025, 2248 cases were recorded in the armed forces and military units, compared to 2093 of the previous year. In other words, the number of cases increased by 155 or 7.4 percent within a year. The most sensational increase refers to accidents.
If in 2024 there were 762 accidents, then in 2025 that number reached 1027. This represents a sharp increase of 265 cases or 34.8 percent, a fact that is difficult to explain by chance. Although the number of total crimes decreased somewhat, from 1,331 to 1,221, this does not give reason to present the situation positively. Yes, serious and particularly serious crimes have decreased, from 217 to 143, but at the same time, a high criminal background is maintained, and the situation has even worsened in a number of directions. In particular, crimes against military subordinates and regulatory relations have increased, reaching 351 cases. There is also a significant increase in violations of the rules for the use and maintenance of military property - 47 percent. And crimes against public safety increased at an almost explosive rate, from 164 to 235, that is, by 43.3 percent. Of particular concern is the decline in disclosure rates. In 100 of the 1221 crimes recorded in 2025, no guilty persons were found. As a result, the level of detection has decreased, from 93.6 percent to 91.8 percent. The data on evasion of service also speaks about the disciplinary crisis.

While evasions fell to 1,164, instead evasions rose sharply to 532, an increase of 75.6 percent. The only relatively positive indicator is the decrease in deaths. In 2025, there were 9 service-related deaths, compared to 27 in 2024. However, even here the picture is far from reassuring. deaths were recorded as a result of suicide, official negligence, medical error, illness and even lightning strikes. During the year, 375 servicemen received physical injuries of various degrees, 44 of them were serious. There is also a controversial picture in the field of corruption. Although the number of examined proceedings decreased slightly, from 214 to 200, the damage recorded by them increased almost fivefold, from 35.7 million drams to 175 million. In total, 3818 criminal proceedings were completed. Out of them, 943, concerning 1070 persons, were sent to the court, and 2875 proceedings were dismissed, most of them on rehabilitative grounds. The picture in the courts is also ambiguous. Although guilty verdicts were issued in 708 cases, 49 persons were acquitted in 43 cases, and this is an increase compared to the previous year. The damage caused to the state amounted to 411.7 million drams, of which only about 108.7 million were recovered at the pre-trial stage. And the damage recorded in the field of protection of state interests exceeded 1.43 billion drams. The overall picture is harsh. the decline in deaths and serious crimes cannot cover the underlying reality. Accidents in the armed forces are increasing sharply, disciplinary violations are deepening, some types of crimes are expanding, and systemic problems remain unresolved. This is no longer just a statistic, but a serious alarm sounding within the security system." Details in today's issue of "Zhoghovurd" daily.
