One of them told us that the governor demands from them lists of who are the potential voters of KP and who are the dubious ones. He personally checks the lists, then instructs the director to solve the "issue" of the dissidents, either to make them voters of the CP, or to fire them. They say that some of them, motivated by fear, say that they will vote for CP, and they represent that only pro-government people are gathered in their collectives.
And if someone naive admits that there are anti-authority elements in his team, the governor personally makes decisions.
