The government is finalizing the formation of its pre-election headquarters, they have decided to have one headquarters in each community, if the community is very large, two headquarters.
The chiefs of staff are the acting community heads who during their activities and in their position have the most contact with the local population, have leverage and know how to direct the people to elect the CP.
Even if the head of the community is not a CP member, but a non-party member, he is offered to lead the headquarters and insure his future tenure. Even ex-republicans, those elected on the list of other forces can prove their loyalty to CP.
For example, the mayor of Aparan, Karen Yeghiazaryan, the owner of "Gntunik" was offered, and he seems to have agreed, even though he was in the opposition in the previous elections. Since 2021, he has created warm relations with the authorities.
The work of the community headquarters will be coordinated by the regional headquarters, which will be managed by the governors.
Perhaps Syunik will be an exception. Deputy Armen Khachatryan will be the head of staff of Goris, Narek Babayan, the representative of the ZPMK government, Kapanin, Karen Hambardzumyan, deputy Karen Hambardzumyan, Meghri, community leader Khachatur Andreasyan, and Kajaranin, Armen Arakelyan, member of the Council of Elders, will be the chief of staff.
