After working in the RA law enforcement system for almost 20 years, Hovhannes Martirosyan, head of the Environmental Protection and Subsoil Inspection Body under the RA government, was appointed advisor to the RA Minister of Environment in 2020, then became the head of the Inspectorate. According to the 2024 annual declaration, Hovhannes Martirosyan bought 6 real estates in Yerevan in 2021 alone: 2 individual residential houses, 1 plot of land, 2 other real estates attached to the land, 1 garage.

«Ժողովուրդ» օրաթերթը տեղեկացավ, որ Հովհաննես Մարտիրոսյանի հաշվետու տարվա եկամուտները կազմել են 15 մլն 862 հազար դրամ, որից 14 մլն 668 հազար դրամը աշխատանքի վարձատրություն է Բնապահպանության և ընդերքի տեսչական մարմնից։ Բացի այս եկամուտից՝ 20 տարի աշխատելով իրավապահ համակարգում՝ Մարտիրոսյանը տարեկան 1 մլն 194 հազար դրամ կենսաթոշակ է նաև ստանում։
Ինչ վերաբերում է ստացված վարկերի և փոխառությունների մայր գումարի մնացորդին, ապա հաշվետու տարվա դեկտեմբերի 31-ի դրությամբ այն կազմել է 7 մլն 176 հազար դրամ։ Այսինքն՝ այդքան մեծ թվով անշարժ գույք գնած պետական պաշտոնյան հիփոթեքային վարկ չի վերցրել։ "Perhaps the Corruption Prevention Commission should find out how Martirosyan, a former police officer who worked in the state system all his life, became the owner of 6 properties in 1 year."
