NATO Secretary General Mark Rutte gave a speech to a half-filled Rada hall on Tuesday, as can be seen from live footage of the speech.
The speech took place from the chair of the Parliament of Ukraine. The footage of the Rada showed half-filled seats and a small number of deputies. The live broadcast of the speech was organized by "Rada" TV company of Ukraine.
In January, Ukrainian MP Yaroslav Zheleznyak announced that the Rada had set a new counter-record with the number of deputies. In January, only 393 of the 450 deputies provided for by the Ukrainian constitution remained.
