"After the appointment of the RA Minister of Labor and Social Affairs, Arsen Torosyan, during the months of September-December 2025, 1003 families were deprived of family benefits.
"Zhoghovurd" daily newspaper sent a written request to the Ministry of Social Affairs, asking to report how many citizens in Yerevan city and RA marzes were deprived of social benefits under Arsen Torosyan. In response to our letter, the ministry informed that according to the RA Government's decision N 27-N of January 9, 2025, from March 17, 2025, a new family insecurity assessment system was implemented in the Marzes of Kotayk and Syunik within the framework of the pilot program, on the basis of which benefits are assigned.
However, the numbers presented by the ministry reveal a different reality. In September-December 2025, in the city of Yerevan and in 8 other marzes, the number of families receiving social benefits increased by only 17, while the number of families receiving family benefits decreased by 1,003.
In fact, this means that in the first months of Minister Torosyan's tenure, 1,003 families were kicked out of the benefit system, in the event that the Statistical Committee of the Republic of Armenia publishes sad indicators about the difficult social situation. the poverty rate in our country is 21.7 percent, the extreme poverty rate is 0.6 percent.
Let us remind you that the family with a member under 18 years of age registered in the social assessment system of the family, whose insecurity score is higher than the marginal unit giving the right to receive the family allowance set by the RA Government for the given year, has the right to receive a family allowance. According to the decision No. 50 of January 24, 28.00 was set as the threshold value of insecurity for assigning a family or social benefit in 2025.
