"The Corruption Prevention Commission made a decision regarding Hakob Shahgaldyan, the son of the former governor of Kotayk, Kavalenko Shahgaldyan, and imposed an administrative penalty on him. The point is that the commission examined the article by Infocom.am with the caption "The Charentsavan municipality signed a 478 million dram contract with the governing faction."
As a result of the study, it was found that on February 5 and September 4, 2025, Hakob Shahgaldyan signed contracts for the purchase of construction works with "ASHKAR" LLC, whose executive body and sole owner was a person with business relations with him, Taron Yepremyan, a member of the same faction of the Council of Elders of Charentsavan community.
Hakob Shahgaldyan did not submit a statement to the Commission regarding the fact of its conclusion before signing the contract for the execution of construction works signed on February 5, thus allowing an apparent violation of the requirement of Article 33, Part 7 of the "Public Service" Law.
According to the relevant decision of the Commission on November 13, 2025, proceedings on administrative offense were initiated. The commission notified Hakob Shahgaldyan, inviting him personally or through a representative to participate in the drafting of the protocol based on the administrative violation, as well as in the investigation of the ongoing case.
However, Shahgaldyan did not appear before the Commission in any way. The investigation of the case was conducted in his absence. The Commission comprehensively studied the procurement processes, noting their codes, and considered it essential that Hakob Shahgaldyan submitted a written statement to the Commission about the circumstances related to the conflict of interest in the case of 2 of the 3 contracts signed with the mentioned company in 2025, which proves that Shahgaldyan found that his signing of the contract for the performance of construction works with "Ashkar" LLC could lead to a conflict of interest.
Thus, as a result of comparing the facts in this case, the Commission concluded that Hakob Shahgaldyan did not take the appropriate actions prescribed by law in order to ensure the impartial and objective performance of his official duties, in order not to find himself in a situation of conflict of interests, or in the event of such a situation, to be guided by the prevention procedures provided by law.
As a result, based on the studies, the commission decided to apply an administrative penalty to the head of the Charentsavan community, Hakob Shahgaldyan, in the amount of 300,000 AMD, three hundred times the minimum salary.
