"Zhoghovurd" daily newspaper is informed by RA Statistical Committee that as of September 30, 2025, RA state debt amounted to 5 trillion 433 billion 475.9 million drams, almost 14 billion 195.887 million US dollars. At the Government session of September 25, they approved the draft law of the Republic of Armenia "On the State Budget of the Republic of Armenia for 2026".
After discussion in the committees of the National Assembly, in 2026 the draft law on the state budget will be discussed at the plenary session of the National Assembly. Finance Minister Vahe Hovhannisyan noted that according to the draft budget, the gross domestic product was predicted to be 11 trillion 933 billion drams, the economic growth was predicted to be 5.4%, and the GDP deflator was 3%. The state budget deficit is planned to be 537 billion drams, i.e. 4.5% of the GDP compared to 5.5% in 2025. This indicator is fixed in "Budget-2026".
However, the indicators of Armenia's debt have been overlooked in the background of all this. In particular, as of September 30, the foreign debt amounted to 2 trillion 642 billion 154.6 million drams, including the debt of the RA government and the debt of the RA Central Bank. It should be noted that the change of RA state debt in September compared to the previous month was 28 billion 337.3 million drams. And what was done with so much debt? no railways were built, no metro station, no reservoirs, no new roads; In fact, no global project has been implemented...”
