I don't understand why Azerbaijan should not ratify the border demarcation regulation. Mher Grigoryan

RA Deputy Prime Minister Mher Grigoryan presents to the National Assembly the draft law on ratifying the regulation on the joint activities of the Commission on State Border Demarcation and Border Security Issues between Armenia and Azerbaijan and the State Commission on State Border Demarcation between Adrejan and Armenia.

Let us remind you that the regulation was signed on August 30, and by the decision of September 26, the Constitutional Court confirmed that it corresponds to the Constitution of the Republic of Armenia.

According to Mher Grigoryan, the regulation creates stable mechanisms, appropriate tools, as well as an institutional basis for regulating border issues between Armenia and Azerbaijan.

According to the Deputy Prime Minister, there will be no explanation for Armenia and Azerbaijan not ratifying it under any pretext.

"However, if something like this happens, then we have a final stage after ratification, that the regulation will come into force, when we, according to international law, exchange the original notifications. Naturally, if the ratification process is not completed by one of the parties or reservations are set, the exchange of notifications will not take place, the process will be interrupted. I think that we will not have a legal situation that after our ratification, ours will enter into force, and we will not have the ratified text on the Azerbaijani side," he said.

Grigoryan stated that he does not understand why Azerbaijan should not ratify the regulation. According to him, if there was such a desire, Azerbaijan would not have signed it.

The Deputy Prime Minister of Armenia said that Armenia has not set itself the task of drawing a border, but the task of restoring the border has been set.
