We are talking about all four resolutions, where the cessation of military and hostile actions was mentioned as a primary and unconditional demand, which was not implemented by Azerbaijan. It was as a result of Azerbaijan's failure to fulfill the fundamental requirements of these resolutions that their full implementation became impossible. The resolutions called for an end to the bombings and airstrikes of the civilian population, to refrain from violating the principles of international humanitarian law, in response to which Azerbaijan continued to bombard the civilian population, without distinguishing between children, women, and adults, grossly violating all legal and moral norms of international humanitarian law. :

And today, Azerbaijan unashamedly refers to those resolutions, selectively interpreting them out of context as a precondition for the settlement of the problem. Adequate interpretation of the UN Security Council resolutions is impossible without a correct understanding of the hierarchy of requirements stipulated in them.

Among the demands stipulated in the resolutions are the restoration of economic, communication channels and energy connections in the region (resolution 853), the elimination of obstacles to the restoration of communication channels (resolution 874). It's no secret that Azerbaijan and Turkey have been imposing a blockade on Nagorno Karabakh and the Republic of Armenia since the very beginning of the conflict.

The president of Azerbaijan is even proud of it in his speeches, promising his own public that this direction will remain the priority of Azerbaijan's foreign policy.

The mentioned resolutions of the Security Council call on the authorities of Azerbaijan to establish direct contacts with Nagorno Karabakh. Azerbaijan not only does not establish direct contacts with Nagorno-Karabakh, which, by the way, in 1994 is an equal party to the ceasefire and a number of other international agreements, but also propagates hostility towards a people that it supposedly wants to see as part of its state.

Armenia was not mentioned as a party to the conflict in any of the resolutions. In the appeals addressed to our country, it was only mentioned to "continue exerting influence" on the Armenians of Nagorno-Karabakh (853, 884) in order to stop the conflict, which Armenia fully implemented, and also due to this, in 1994. a truce was signed. Nagorno-Karabakh was clearly recognized as a party to the conflict in all resolutions.

It is obvious from the above that it is the authorities of Azerbaijan that have not implemented the fundamental requirements of the UN Security Council, including the implementation and observance of humanitarian norms. By the way, this requirement is also regularly and grossly violated by Azerbaijan, when cruel and inhumane treatment is shown to captured Armenian civilians, which very often causes their death.

President Sargsyan blows up the Azerbaijani propaganda bubble about the 4 resolutions with facts, proving that it is Azerbaijan that violates them.

Nobody gave Azerbaijan the right to use force and carry out ethnic cleansing against the people of Artsakh.

All that contradicts the very spirit of the 4 resolutions of the UN Security Council.

And after all this, the "speaker of parliament" from Nikolay tries to justify Aliyev's criminal steps against the people of Adzakh with the presence of UN Security Council resolutions.
