On May 27, 2023, from 8:00 a.m. to 8:00 p.m., two patrols of the Aragatsotn Marz Battalion of the Police Patrol Service of the Ministry of Internal Affairs conducted "Aparan 1" route.
On the same day, around 5:30 p.m., patrols stopped a vehicle that the citizen was driving without registration plates and an insurance contract at the intersection of Baghramyan and Ishakyan streets in Aparan city. Citizens, including citizen M.E., gathered around the citizen and the patrols, argued with the patrols, demanded to be lenient and not make a protocol.
Citizen M.E., seeing that the patrols were contacting the platoon commander by phone in order to request additional help, approached one of the patrols, ripped off the video recording device attached to his clothes, hit him in the face and stomach with his hand and foot and ran away.
The above-mentioned two patrolmen of the battalion of Aragatsotn region reported the apparent crime committed by citizen M.E. to the platoon commander T.S. and the battalion commander MM who arrived at the scene. At the latter's request, the patrols went to the location of the platoon, where at around 7:30 p.m. they received M.E., who had committed an alleged crime, and his father. The latter apologized to the patrol for what happened and left the location of the platoon.
The platoon commander and the battalion commander, failing to fulfill their official duties, did not submit a report on the alleged crime committed against the patrol, and did not arrest M.E., who committed the alleged crime, after receiving them in the office. Instead, after the departure of M.E. and his father, the patrolmen serving under them were assured that due to the lack of evidence, it would not be possible to confirm the apparently committed crime, there is no need to file a report against M.E., the son of a high-ranking person in Aparan. and unnecessarily aggravate the relations with the latter.
On December 13, 2023, criminal proceedings were initiated under Article 441, Part 1 of the Criminal Code (abuse of official or official powers or influence resulting from them, or transfer of powers) and Article 452, Part 3 of the Criminal Code ( interfering with official official's official official or political activities).
On July 24, 2024, the prosecutor initiated a public criminal prosecution against M.E., according to Article 452, Part 3 of the Criminal Code.
On September 27, 2024, a public criminal prosecution was initiated against the battalion and platoon commanders under Article 441, Part 1 of the Criminal Code. Their tenure is suspended.
On October 14, 2024, the prosecutor approved the indictment and submitted the proceedings to the competent court.
