Azerbaijan and Turkey do not want to retreat from their genocidal policy towards Armenia, while the Armenian authorities are accompanied by all kinds of unacceptable requirements. With such extravagative, capitalistic policy, the Armenian government is only creating favorable conditions for Azerbaijan to continue its new encroachments, new attacks and new ethnic cleansing in the territory of the Republic of Armenia.
It should also be remembered that by removing the issue of Artsakh from the agenda of the international policy of the Republic of Armenia, the Armenian government openly violates the country's legislation, particularly the Declaration of Independence and the Supreme Council of the Republic of Armenia. The decision of the July 8, which "is considered unacceptable for the Republic of Armenia to any international or domestic document, where the Nagorno Karabakh Republic will be part of Azerbaijan." The RA legislative body made such a decision, "based on the basis of international law, the right to self-determination of nations, as well as the independence of the Nagorno Karabakh Republic on December 10, 1991."
No one has canceled this decision of the Supreme Council. Officially, it has an existing status.
It is also unfounded that Armenia allegedly can remove the problem of Armenians from the agenda of bilateral talks, but to somehow preserve it in international interstate organizations and courts. The text of the RA-Azerbaijan agreement is also a point in which the parties undertake not to fulfill hostilities. Azerbaijan will never fulfill that point, but Armenia will consider any reference to Artsakh as a hostile step regardless of its political, legal or cultural nature. Other states and international organizations are unlikely to take the issue of Artsakh seriously if it has been officially closed to the Republic of Armenia.
In fact, the issue of Armenians in the bilateral talks with Azerbaijan is important for the restraint of the Armenian Republic in terms of restraining the existing Azerbaijani aggression in all possible international platforms.
