The European Council noted the principles on which the negotiations on the Russian-Ukrainian Constitution should be based, taking into account the stimulus for such negotiations, a statement issued on March 6 after the extraordinary summit of the European Council in Brussels.
According to the final document of the summit, "there can be no talks on Ukraine without Ukraine", as well as "negotiations that will affect European security without Europe."
"The security of Ukraine, Europe, transatlantic and global security are interconnected," the Council of Europe said, 26 of the EU member states.
The EU leaders have said that "any ceasefire or ceasefire can only have a place as part of the process of comprehensive peace agreement", "any such agreement should be accompanied by guarantees worthy of trust and trust for Ukraine."
